Hi,
A catch-22: Last Exchange server successfully uninstalled, server restarted,
then running Exchange Server 2003 setup to install anew.
Reponse: "To install the first Exchange Server 2003 computer in the domain,
or to run run setup in "/ForestPrep" mode, you must be an Exchange Full
Administrator permissions at the organization level"
As there is no longer any Exchange organization in the AD forest, this is
not relevant/available. The user installing is Schema Admins/Enterprise
Admins member.

Sorry - this was meant for "Exchange Administration"
(microsoft.public.exchange.admin) - unable to move to group..
