- Licensing issues with Windows 2003 server

how does microsoft track or prevent users from abusing the licensing in
windows 2003 server? I noticed people can freely add or remove licenses
(+5/+10 concurrent connections, etc) without any validation or activation
through the control panel's licensing. Its kind of unfair for companies that
bought legit license when people can easily add/remove licenses. How does
Microsoft keep track of all theses?
