Logon Dialog boxes are greyed out

Windows 2003 server participating in a 2000-native mode AD. Desktop
interactive application requires a non-terminal service type session to run
the application. Funk Software's Proxy Host is loaded as the remote control
software (SMS is 6 months out from deployment in our environment).
Shortly (1-2 hours) after any reboot, the desktop cannot be unlocked or
logged into. Sending the Ctrl-Alt-Del will open the dialog boxes for
unlocking the desktop or logging in, but the username and password fields are
greyed out. Googling the issue has shown this not to be specific to Funk
Proxy, but common to all VNC & e.t.c. remote control software on 2003 server.
Why would the username and password fields ever grey out? Is there a
registry key I need to change to avoid this in the future?
