- newbie user internet permissions

Hi,
hopefully i'm the right place to ask a question regarding specific user
internet permissions.. my IT cannot get into me for about 3 weeks but i have
a problem i need to sort out. i am pretty ok round the server as an
administrator but i need t orestrict 1 user from either using the internet or
most importantly, clearing his history box.
the user is currently browsing explicit websites which in turn, downloaded a
batch of spam and virus's which took alot of time to eradicate. however, the
user keeps on doing this. i purchased a browser reporting program and added
it ti the server which reports to me evidence of what sites have been visited
and for how long. however, the user clears the history box before the browser
reporting schedule can take place. so my question is, can i restrict the
clear history option with internet explorer and if so, how?
we currently do not have any permissions as such set up for the users so i
am a little green on this. but a good instruction can be followed quite
easily.

If you don't wan to mess with group policy (and the user is not savy enough to reverse this setting), you can do the following:
Under User Configuration, go to Administrative Templates > Windows Components > Internet Explorer > Disable changing history settings, enable the policy.
You can do this with group policy too, on the server level to enforce it for this user or multiple users.

Sorry I left out one step in the previous post. It should read like this:

Hi,
thanks for the info. i have successfully carried the task required. however,
i am not sure how savvy the user is. How can i establish i group policy for
this on the server and add the user to it? surely this way, he cannot alter
anything unless he signs in as full administrator. or can you password
protect or put some sort of security on the gpedit.msc settings?
