- not getting the RunAs option

When I hold down the CTRL button or the SHIFT key and right-click on a
program or document, I am not getting the RunAs option in the context menu.
Running Windows XP Pro. The Secondary Logon service is running.

It only works on an .exe or on a control panel application.
right-click on an exe or ctrl-right-click on a control panel app.
