Oracle Data Provider Installation Issues on Windows 2003 Server

Hi,
I have a clean Install on Windows 2003 with the latest Service Pack etc
(Built yesterday). This has MDAC 2.82.1830.0 installed. I have an
application developed using .NET 1.1 that uses the Oracle Data Provider that
I downloaded from
(http://download.oracle.com/otn/other...OraWin9204.exe **This link
will not work without a Login Account). The Oracle 9.2 client components are
installed on the Windows 2003 box and works properly. After installing the
ODP onto this machine it works for sometime and the .NET application too
works. As soon as we restart the machine, I start getting wierd Errors like
"Could not Load the Setup or Translator Library" while opening the ODBC
Administrator. In fact SQL Plus etc simply crash while starting. There is
nothing in the Event Log too. Could someone point me in the right direction
to nail this down.

And I forgot to mention that the same Setup works on a Windows 2000 box with
MDAC 2.71.9040.2. What I suspect is, if Windows went ahead and restored any
files after the reboot.
