- PDF file Access Denied and no Security tab

I have a problem with a PDF file in a folder saved in a Windows 2003 Server
R2. The file system is NTFS. I can't access this pdf file, delete it or
rename it, either as the user or an administrator or system privileges. If I
right click the file to get its properties I only see the General tab.
Security tab is missing.
Any ideas to access to this file?
