- Perfmon: "% Disk Time" always shows "Avg. Disk Queue Length" * 100

I am using perfmon on several Windows 2003 servers. The PhysicalDisk
counter "% Disk Time" always shows 100 times the value of "Avg. Disk
Queue Length".
Examples:
% Disk Time: 476.330 232.970 197.710 22.460
Avg. Disk Queue Length: 4.763 2.330 1.977 0.225
Both values appear "reasonable", and I agree that they might correlate.
However, I am quite surprised that they are matching exactly almost all
the time. Any ideas?
