Hello. I'm trying to setup performance logs and alerts so that it sends me
an email when certain thresholds are met. Does anyone know if it can send
emails, or does it just log to the event viewer?

It can send a pop-up (messenger / Alerter) or it can run a batch. In the batch, you can use BLAT to send an email.
