- Problem Communicating with a Windows 2003 Server

I'm on a network with address 192.168.0.0, a remote office is connected via
VPN, their network address is 192.168.6.0.
From the remote office I can ping any server, except the DNS/WINS server
which is also the AD master controller.
When I try to ping any node at the remote office from the DNS/WINS server I
get a message that says: "Negotiating IP Security."
Then I get 100% packet loss.
WHY??????????????????????????????????????????????? ????

Does DNS/WINS server allows only IP/Sec communication?

I don't think so, routing and remote access is not enabled. I have 4 other
remote offices connected via frame relay:
192.168.2.0
192.168.1.0
192.168.4.0
192.168.5.0
They are all working fine. In fact, the remote office connected by VPN used
to work fine, but one day it just stopped working and we don't know why.
