Problems with Windows Rights Management Server
Posted by Tom L on September 14th, 2004

I've installed Windows Rights Management Server on a
windows 2003 server and it appears to be working fine.
The administratrion page opens fine anyway.

But I'm having problem with the client portion. I've
installed the "windows rights management client 1.0"
(msdrmclient.exe) and the "windows right management add-
on for IE" (rmusetup.exe) on my Windows Xp (sp2). I use
Outlook 2003 with an exchange client to an Exchange 2003
server.

I then create a new message in outlook and click on
the 'permissions (restricted)' icon and I get this
message: "This service is temporarily unavailable.
Microsoft Internet Explorer may be set to work offline.
In Internet Explorer, verify that work offline on the
File menu is not selected, and then try again." .

The 'work offline' is checked off. Please advise. We
don't use any proxy server.

We have also made an entry for the Server host in our
local DNS server database.

I've un-installed the Rights Management Service and tried
to re-install them following the instructions in the Quick
Guide published by Microsoft.

Everything was fine until I got to the point where I have
have to click Start, All Programs, Windows RMS, Windows
RMS Administration and open the Global Administration
page. As per instructions in the Guide, I click "Provision
RMS on this web site" but it doesn't show "Provision the
RMS Root Certification Server" at the top of the page as
suggested by the Guide. Instead it shows "Provision the
Licensing server". Now I realize that this may be because
I already provisioned the Root Certification server the
previous time.

I then proceeded to fill up the page and click submit. But
this time I get this error "You do not have permission to
sub-enroll to the root server". Now I've made sure that
the domain account I've logged on with has local admin
rights. How can I fix this? Is there a way to re-provision
the Root Certification Server (if that would help)?
