2003 server r2 has the ability to gpo printers. Is this possible if the dc is
r2 but the print server is regular server 2003 or even server 2000??

From my understanding, if you want to use Printer Management in R2, this
machine will be used to manage all printers on the network (provided that
you have print server setup). So the answer is yea, you will need to have R2
installed on the print server.
