Is it possible to restrict the ability to use the previous version tab on a
file to admins only?

In order to take away access to Previous Versions you can do one of two things:

1> Uninstall the Shadow Copy client from the XP workstations and the servers.

or

2> Restrict access to the context menu (right click).

Giving right click access gives access to Previous Versions as long as the
shadow copy client is installed.
