- Routing and Remote Access - Access is Denied

I’m trying to view and configure the properties of an existing Routing and
Remote Access instance on a 2003 server (DC). When I go to the Routing and
Remote Access MMC, a popup says "Access is denied". After that the RRAS
server properties do not display. RRAS on the server (remote network access
by clients), however, does work...
