- "Service Control Manager" not reporting service start/ stop

I have a Windows 2003 SP1 server which is no longer reporting when
services have been started or stopped. The services themselves do start
and stop (and using the Services snapin or SC confirms that) but no
"Service Control Manager" events are ever logged into the System Log.
The server is running perfectly fine but it's just a bit disconcerting
not knowing what's going on behind the scenes.
I've done a full virusscan and can confirm that no filtering seems to
be in place.

Problem solved - I reinstalled Windows 2003 SP1 again and it fixed the
issue.
