Services.exe takes 25 % CPU and cannot acces event logs

Windows 2000 Server SP4, windows updates installed.

When I prepared the server everything worked fine.
A third-party came to install there application and since then I have 3
"Symptoms".

1. When I want to log on interactively to the server it takes a long time
(about 30 seconds) before the dialog box "Log on to Windows" appears. Once I
intput my credentials, windows boots fine.
2. Opening Task Manager I see that services.exe runs away with 25 % CPU
(there's no workload on the server at that point)
3. When I try to open the Event Viewer I receive a pop up "Unable to
complete the operation on "System Log". The interface is unknown." Same for
Application and security log.

I browse knowledge bases and googled but I can't find a document describes
my problem.
Checked for the existance of worm (second services.exe file), not infected.

Help wanted.

Your problem is in your question

As an Administrator you should know what outside companies are doin
to your servers, thus if everything is working hunky dory before the
arrive and it doesn't after they leave there can only be one problem
either they installed something which doesn't work with your serve
properly, or your server setup doesn't meet all their requirement
and is lagging behind

Have you called this thrid-party company and told them what the
installed is causing your server to be on borderline crash state?
