- services not listed in 'control panel' services

I have a NT4 sp6 fully patched server running exchange 5.5. When you open
'Services' from the control panel, only about half of the usual services are
listed and none of the exchange services. If you open a dos window and run
'net start', all the services are listed. Anybody know how to fix the
'services' from the control panel?
