Unable to load user profile errors on login...

Can anyone assist with this annoying issue? I get the following errors
after logging into a Windows 2000 server that's running Microsoft
Content Management Server. These are the errors as they appear in
Event Mgr:

Event ID: 1000
User: NT Authority\system
Windows cannot load the user's profile but has logged you on with the
default profile for the system.
DETAIL - Insufficient system resources exist to complete the requested
service.

Event ID: 4097
User: N/A
The COM+ Event System detected a bad return code during its internal
processing. HRESULT was 800705AA from line 329 of .\eventsystem2.cpp.
Please contact Microsoft Product Support Services to report this
error.

Event ID: 1000
User: NT Authority\System
Windows cannot load your profile. Please increase the registry size
and restart the computer.

Event ID: 1000
User: NT Authority\system
RegLoadKey failed. Return value Insufficient system resources exist to
complete the requested service. for C:\Documents and
Settings\_icms\ntuser.dat.

I've adjusted the registry to 600MB and this error still occurs. There
are currently 10 User profiles on the server with the largest being
4397KB. Would anyone happen to know how best to resolve this issue?
The server has SP4 with the lastest security updates.
