- Unable to open services.msc after Win 2003 SP2 (32bit)

I've installed Windows 2003 SP2 on four boxes all running Windows 2003 SP2
(R2) 32bit edition - standard edition.
On each box, when I try to open services either thru services.msc or thru
compmgmt.msc I keep getting a popup titled Internet Explorer with the
following message:
Content within this application coming from the Web site listed below is
being blocked by Internet Explorer Enhanced Security Configuration.
file://c:\windows\system32\mmcndmgr.dll
If I click the close button on the error message (services mmc is still open
but blank)
If I change from the Extended tab to standard tab, I can see my services as
expected and I can stop and start.
If I remove Internet Explorer Enhanced Security Configuration for
administrators and users via the control panel, add/remove programs, I can
open services.msc with no issues and can view the extended and standard tab.
Any clue on how to resolve this issue and still leave Internet Explore
Enhanced Security enabled?

Just to clarify... I upgraded from Windows 2003 SP1 (R2) to Windows 2003 SP2
(R2)... Sorry for any confusion.

This is W2K3 AES (Attachment Execution Manager) blocking this DLL. http://support.microsoft.com/kb/883260 You can Look at the properties of %windir%system32mmcndmgr.dll and press in the General tab.
The Web content zone information is stored with file in an alternate data stream (fork).
