Virtual Server-Not enough physical memory or system resources avai

I have a Dell server with 4 Xeon 3.16GHz processors and 12GB of RAM (plus 8GB
page file) runing W2K3 Enterprise Edition Service Pack 1. It runs Virtual
Server 2005, SQL 2000 and SQL 2005. I have 10 virtual servers configured each
with 512MB of RAM. The problem is that I can only get 6 of the virtual
servers running at any one time. We use "/3GB" in BOOT.INI and although we do
not use "/PAE", "Physical Address Extension" appears in System Properties
which I beleive is due to DEP being enabled. Any ideas?

What does Task Manager -> Performance tab -> Physical Memory (K) ->
Total say?

To answer both questions;

The Total Available Memory is 12577828.

Installing 64 Bit Windows may be a longer term option but I realy need to
find an alternative if I can.
