- Why do Roaming Profiles require Local Administrative Rights

We are migrating to a new 2003 domain from a NT 4.0 domain. We are using
user profiles. I have moved the profiles and if I change domains and login a
user, the profile works if the user is a local admin. If the user is a power
user, the active desktop does not work and the Outlook errors out on startup.
I can change group membership and it works again. Any ideas on what could
be causing the user to require Local Administrative rights to apply a profile
to the local machine. I have tried changing the Do not check for use
Ownership of Roaming Profile Folders in group policy.
