- Why RPC Server is Unavailable?

Hello,
I have a DC running 2003. But when I try to remote debug from clients, and
when I open Active Directory Users and Computers on the DC, it says that RPC
Server is Unavailable.
I checked the services list. It says that RPC Server is started. But when I
use portqry to see if it is listening on port 135, it says Not Listening.
Anyone who can help me solve this problem?

Windows firewall on? Check it.
