Windows 2000 Server and "preparing network connections..."

Our Win2K server has been running smoothly for the past 4 years or so. We
patch it regularly (currently SP4 with auto updates on), NAV Corporate keeps
it virus free, and we do regular hardware service checks.
Yesterday morning, no-one could log in. There had been a power cut during
the night and the APC UPS software had shut the server down as it usually
does if there is a long blackout. The dreaded "preparing network
connections..." shows on the server screen. According to the many forum posts
on this, I left it to see if it would eventually boot, but after 24 hours
nothing has changed.
I've tried F8 at startup, booting in safe mode, etc. Attempting to boot in
DS repair mode gave me an error with lsass.exe and the system rebooted so
it's related to that but I don't know how to fix it. I cannot get into the
system to edit the registry.
Help!

This is also happening to our server. Not sure about the power cut
though.
