We have a DHCP serveron one of our Win 2003 DC's and everytime we either
Reboot the server or reload the DHCP scope the DHCP lease time drops to 1
Hour instead of staying at the 8 days which we set it to.

Very odd behavior indeed. If you create a new scope does the same problem
still occur?

Check to see if any AntiVirus or backup software is looking at or
touching that dhcp database. If it is, make sure you exclude those
items.
This might be your problem.

We have not created any new scopes but we have over 25 scopes and this only
seems to happen on one of the scopes.

The scope could be corrupted.

If that is the case can we recreate the scope and how much impact will that
have on the users.

No impact provided you do this late at night and the new scope settings are
exactly the same as the old. You basically don't want a PC reaching the end
of it's lease and the scope isn't re-created yet.

The DHCP folder is not in our backup or AntiVirus scan and i restarted the
DHCP server and it still reset the Lease time to 1 hour for just the one
scope. I think i'm looking at rebuilding the Scope from Scratch.
