We have a DNS Server running that is getting errors in the event log
about being unable to connect to a domain controller. The thing is,
we don't have a PDC, yet the server is set to join a domain. Does a
DNS Server running Windows Server 2003 need to be a member of a
domain, or can it be just in a workgroup?

I checked the Configure Your Server log, and it was initially setup as
a Domain Controller with Active Directory, but those were later
removed along with the DNS server. The DNS server was immediately
reinstalled, of course. Based on this information, I'm pretty sure it
can be safely removed from the non-existent domain, but I would like
to wait for confirmation.

You can run DNS on a standalone server.
