- Add or Remove Program functionality no longer works

I use Windows XP Home edition.
Recently I went to uninstall a Program and noticed that the "Add or Remove
Program" functionality does not respond.
If I click the icon in Control panel there is no response.
And if I try to access the "Add or Remove Program" functionality by for
example deleting a desktop icon the same problem - no response.
I'm not sure if I have done anything to the PC to restrict access to the
function - I don't believe I have and I don't want to go to the trouble of
attempting to restore Windows XP if for example there is something relatively
straight forward I could do to restore the function.
Can anyone help?
