- Applications not found - HELP

Hi - when I started my PC this morning, any application/program (IE, Outlook,
Word) I would open I would get the pop-up asking which program did I want to
open it with.
Once I picked a program, nothing would happen or I get a message
"Application not found". The only thing working is McAfee and I did a virus
scan and nothing showed. Tried the Control Panel and it won't allow me to
open anything in the folder - same message "application not found".
Can anyone help? I can't even do a system restore. Opened the PC in safe
mode and still the same thing happened.
I have a Dell XPS Dimension 200 5150C. Please help me - I am so worried.
