I cannot open the "add and remove programs" program from
control panel. When I click on it it does nothing. I even
tried going through the help menu but it does the same
thing. I have an HP Pavillion with windows XP home
eddition if that helps at all. I have programs that are
not being used and ae slowing down the computer but I cant
remove them without this program working.

I ran into this same exact problem after installing SP1 and using the
"Forever Blue" theme/Styles XP. Change to a standard XP theme. Use
Add/Remove. Then reinstate your preferred theme.

Same problem but bigger. Nearly all of my CP items do
not work and many of the items under All Programs
have "quotations" inserted around the shortcut targets.
