Deleting from Recycle Bin

I have some Illustrator files that I can't delete from
the recycle bin. A message pops up that says," cannot
delete Dd12: It is being used by another person or
program. Close any programs that might be using the
files and try again."

I'm on a network but I'm the only one who has
Illustrator. It is not open when I try to delete.

Illustrator is in Drive C: but I save Illustrator work in
Drive D: and therefore, delete from Drive D:
