When I switch on my screen backround appiers but I have no desktop Icons or
tool bar or start menu this happens in all accounts on the computer. I have
tried the repair disk but its still the same I can get the task manager up
but thats all and when I try to acess programs via the task manager it
freezes. and nothing happens when I right click on the screen background. I
am running xp pro

Try to do a System File Check in Safe Mode. This action will look at your
system files for corrupt and/or missing files and replace them. Have your
XP install disk handy for it may ask for it.
Start>Run>type SFC /SCANNOW and press OK (space between C and /)

BTW: Have you tried using the System Restore feature, also in Safe Mode?
