How can I make a startup disk for Windows XP to get to
the DOS prompt?

Go to www.bootdisk.com and get the program for whatever version of DOS you
want.

However, you should understand, if you have XP installed using NTFS as
opposed to FAT32, that boot disk will be useless to you.
The retail version of XP comes on a bootable CD and contains most of the
tools you need for XP.
