How to deactivate XP automatic popup legends

I have been looking around in the available XP help
sources related to customizing the user interface, to
find out how to deactivate the automatic popup
help/descriptive messages that appear wherever you point
your mouse and/or whenever a menu item is highlighted. If
someone knows how to do this, I'd appreciate your advice.

There are 2 links to download files there. These reg files allow you to
disable only the Balloon Tips or Disable All. Disable All includes: Balloon
Tips, Folder Contents Info Tips, Explorer Pop-Ups and Show Info Tips.

Click the link for the file you wish to download. Double click the
downlkoaded file to run.
