miss start menu, task bar and desktop

When I start the pc, XP Home, the start menu, task bar and desktop icons do
not appear. Had just loaded Pc-cllian (removed expired Nortons in the
process) a few days ago, thought that it might be the cause and removed it,
no difference)

Only have access to Task Manager, and ran a System restore, no difference.
Tried using F8 to boot up in Safe Model. No help. Anyone have any thoughts
on what to do in order to get things back to normal? Thanks.
