- Not possible to copy folders though given admin-rights

In my Windows XP-Home-Edition I have set up 2 users, both
having Admin-rights. But since some weeks one of the users
can“t copy, paste, cut etc. documents in the windows-
explorer.
I tried to find out, if there were some special settings
that can be made, but didn“t find any that restrict admin-
rights. Even if I try to set up a new admin-user this one
is not allowed to do anything in folders as well.
Does anyone know how I can get back _real_ admin-rights
with all users?

"Owner" overrides administrator. If these items are in a folder that has
been made private, take ownership of them if you want to access to them.
