- Problem with alt+ctrl+delete...

For some reason whenever I hit alt+ctrl+delete to bring up
my processes/tasks the window pops up but without the
"Menu" bar at the top of the window. The one with the tabs
and 'file' and all that, plus the main bar for
minimizing/maximizing/closing. I took a screenshot to
better explain, where the red markings are is what I'm
talking about.
How did that area disappear and how do I get it back?

It is in simplified view--to return it to normal view double-click anywhere
in the grey border.
