- Problem with opening .exe files

I am having this problem for some time now.
Other than internet explorer none of the applications
would open by double clicking them. On double click any
of the following two messages appear:
Windows cannot find 'C:\.....\ProgramName.exe'. Make sure
you typed the name correctly and then try again. To
search for a file, click the run button, and then click
search.
Else it says :
Windows cannot find RUNDLL32.exe.
I have ensured that the RUNDLL32.exe file is in place and
is not corrupted.
What should I do to get rid of this?
