Update Windows XP

I used to be able to update Windows XP from the Update site, but suddenly I
receive the following message when I try and update:
Install the ActiveX control required to view the website
The website will not display correctly on your computer without this
control. To install it:
1. Right-click the Internet Explorer Information Bar. It's located just
below the address bar.
2. In the right-click menu, click Install ActiveX Control.
3. In the Security Warning dialog box, click Install.

I DO NOT see the Yellow Information Bar.
I have re-installed Java
I have checked all the ActiveX settings in IE security

Please help.

The Information Bar looks like this:

Hi Mary... thanks for trying to help... my problem is that the Information
Bar does NOT appear in IE anymore. It still apperas when a pop-up is
blocked, but NOT when I try and access Windows Update.
