Windows Vista is expected to be publically available in less than 2 weeks on
January 30th.
The Beta is finished and the Release To Manufacturing (RTM) build is what
will be sold.
Vista like other Microsoft operating systems will not be free and there are
several versions:

Do not upgrade simply because a new operating system is available, upgrade
because you see some benefit for you.
Windows XP will probably be supported for several more years.
Before purchasing Vista, make sure your computer is ready:

Microsoft distributes updates the 2nd Tuesday of each month unless there is
an urgent need sooner.
Other than Windows Defender, you will not see updates weekly.

I purchased Widows Vista, and received two CD-ROMS. One 32-bit, and the
other 64-bit. What determines the choice?

I am sure you mean DVDs and not CD-ROMs.
You need 64 bit hardware to be able to install 64 bit.
Additionally drivers are less available for 64 bit.
Most programs will not benefit from 64 bit.
Chances are if you are unsure, you are better off installing 32 bit
since it is better supported with drivers.
Since you received both DVDs, you must have bought Ultimate.
The other versions come with only 32 bit with options to get 64 bit
for the cost of shipping:

You are correct...my error. I have CD-ROM on my mind
since the majority of blank CD-ROMS are not identified in the tower. But
that is another thread.
