I have Windows XP Media, can I upgrade or (downgrade) to just plain

You can buy a retail copy of XP and install it for a dual-boot system.
You cannot "downgrade" or "just plain XP". BTW: What is wrong
with XP Media Center? You did not state.

Do not use any of the media stuff and my processors are up to 60+ running.
Have alot of antispyware stuff, but can't do too much moving around with
that many processors running.
